The Ministry of Education and Science of Ukraine, East Europe Foundation and Quantum Systems Ukraine signed a Memorandum supporting the implementation of the Modern Learning Spaces, a project supporting the development of modern learning spaces in Ukrainian academic lyceums. This is the second partnership memorandum under the project; SCM businesses Metinvest and DTEK joined the initiative earlier.
Modern Learning Spaces is part of the reform of specialised upper secondary education and a response to the acute shortage of engineering, technical and science professionals, who are essential both to Ukraine’s recovery and to the resilience of critical sectors, from energy to defence.
In 2026, the state is allocating UAH 1.9 billion to create modern learning spaces in academic lyceums across Ukraine — laboratories and classrooms for science and STEM subjects, where students will not only study theory but also conduct experiments, work on projects and develop practical skills. The project is coordinated by East Europe Foundation, which establishes and supports an Implementation Support Team of specialists helping educational institutions move from planning renovations in line with the Ministry of Education and Science guidelines to launching fully equipped spaces, with quality control at every stage.
“Creating modern learning spaces is one of our consistent policies in school education. It is not simply about new equipment or refurbished classrooms, but about creating a different learning experience: more practical work, research and opportunities for children. It is also important that Ukrainian businesses are joining this process and recognising their responsibility for developing human capital and supporting education,” said Oksen Lisovyi, Minister of Education and Science of Ukraine.

Partnership with responsible businesses is built into the project’s model: companies join Modern Learning Spaces not as donors, but as strategic partners investing in the effective implementation of the reform on the ground. For Quantum Systems Ukraine, this is a conscious investment: as a technology company, it sees clear value in fostering interest in science, engineering and modern technologies among students from an early age, starting at school.

It is expected that by 1 September 2026, 143 pilot academic lyceums will begin the new school year under the new standards in fully equipped modern learning spaces. In December, the partners will present the first measurable assessment of the results, including implementation data, teachers’ feedback and a public report.
Modern Learning Spaces is a project supporting the implementation of modern learning spaces in Ukrainian academic lyceums. It is implemented by the Ministry of Education and Science of Ukraine within the World Bank’s “Learning, Education and Resilience” (LEARN) programme, together with East Europe Foundation and socially responsible Ukrainian businesses.
