WINWIN EdTech Center of Excellence

WINWIN EdTech Center of Excellence is a national center for innovation and technology in education, established as part of Ukraine’s WINWIN 2030 Strategy for Global Innovation Development. The Center was initiated by the Ministry of Digital Transformation of Ukraine in cooperation with the Ministry of Education and Science of Ukraine. The Center’s implementation partner is the East Europe Foundation.

The Center serves as an entry point for Ukrainian and global EdTech solutions. It brings together government, educators and researchers, businesses, and international partners to explore, test, and integrate technologies into Ukraine’s education system while simultaneously fostering the development of Ukraine’s EdTech sector.

The Center’s mission is to prepare Ukrainian education for the challenges of the future by ensuring the effective and responsible integration of technology and artificial intelligence into Ukraine’s education system.

Why Ukraine Needs the Center

Ukraine’s education system is undergoing two major transformations simultaneously: the full-scale war and the rapid development of artificial intelligence. In these circumstances, the system must not only recover but also become more resilient, technology-enabled, and future-ready.

At the same time, Ukraine is one of the world’s most unique environments for educational innovation. With 3.7 million students, 12,000 schools, and 97% internet penetration, the country offers rare conditions for testing and scaling EdTech solutions.

Yet the educational innovation ecosystem remains fragmented. There is insufficient coordination among government, academia, civil society, and business, while new solutions are often introduced on a piecemeal basis and without a sufficient evidence base.

The WINWIN EdTech Center of Excellence was established to change this: to bring stakeholders together, provide the sector with a clear strategic direction, and make the modernization of education evidence-based, systematic, and inclusive. The Center helps Ukraine not simply catch up with change, but shape it.

Areas of Work

The Center’s activities are built around three interconnected areas:

Research and Foresight. The Center identifies the needs of Ukraine’s education system and tracks global trends in education, technology, and AI. It produces analytical and policy documents, research, and budget briefs. This helps the government make data-driven decisions and address regulatory, financial, and implementation barriers to EdTech adoption.

Innovation and Piloting. The Center identifies, assesses, localizes, and pilots EdTech solutions—including AI-powered and adaptive learning tools—in real-world Ukrainian educational settings. Pilots generate an evidence base for the responsible scaling of solutions and their institutional adoption.

Ecosystem Development. The Center brings together government, educators and researchers, businesses, and international partners; develops professional communities and educators’ capacity; supports access to digital content and inclusive digital learning; and brings Ukrainian experience into global discussions on the future of education.

Focus on Artificial Intelligence

AI is already transforming education. The question is not whether this transformation will happen, but how Ukraine will harness it. The government has set ambitious targets: by 2030, 100% of learners should have access to AI-powered learning tools, while 80% of educators should receive training in the use of such tools in the educational process.

The Center helps turn these ambitions into practical solutions by working to ensure that the integration of AI into education is evidence-based, safe, and responsible; human-centered; useful for educators and learners; and scalable across the education system.

The Role of East Europe Foundation

East Europe Foundation is the Center’s implementation partner. The Foundation supports the development of the Center’s team, operational capacity, and partnerships; mobilizes and administers donor funding; and ensures the management of program activities, results monitoring, and reporting to partners.

This model enables the Center to focus on its substantive work—research, piloting, and ecosystem development—while drawing on the institutional capacity of an organization with many years of experience implementing international programs in Ukraine.

Multi-Donor Model

The Center’s development is supported by a range of partners, each contributing to a different stage of its development. The Estonian Center for International Development (ESTDEV) supported the establishment and launch of the Center’s physical space. UNICEF supports the Center’s operations and program activities, including research, assessment and piloting of EdTech solutions, educator training, and the development of policy recommendations. Google for Education contributed to the development of the Center’s concept, while selected research initiatives are implemented with the support of international technology and academic partners, including University College London and OpenAI.
