Presented comprehensive eExcise system testing results

Together with business and state partners, we are taking another step towards a transparent, safe, and counterfeit-proof market for excisable products in Ukraine.

During a round table organised by the European Business Association (EBA), the project team presented the results of large-scale comprehensive testing of the eExcise system, and discussed system functionality updates with partners to increase productivity, legislative changes, and further plans for refinement.

Market participants went through the entire product journey for the first time in the eExcise system — from the manufacturer or importer, through the distributor, to the shop and the customer.

How testing looked in practice

  • The manufacturer prepared the goods and applied electronic stamps generated by the eExcise system (according to European coding standards)
  • The distributor successfully received and delivered the marked products
  • The product appeared on the shelves of the retail network, where the cashier scanned the e-stamp at the checkout.

After the product was sold, the electronic stamp was decommissioned via the eExcise system.

What this offers to Ukrainians and the state

  • Effective counteraction to the shadow market of alcohol and tobacco
  • Reliable protection of consumers from dangerous counterfeit goods
  • Transparent revenues to the state budget

Work on improving the system is ongoing: the next stage is to complete the testing of excise tax payment processes, and in early July, a modern CRM system is being launched for fast and high-quality user support.

The eExcise project is implemented by the Ministry of Digital Transformation jointly with the Ministry of Finance and the State Tax Service, in cooperation with the Committee of the Verkhovna Rada of Ukraine on Finance, Taxation and Customs Policy. Measures to support the implementation of eExcise are carried out within the UK Digitalisation for Growth, Integrity and Transparency Project – UK DIGIT, implemented by Eurasia Foundation and funded by UK International Development. East Europe Foundation is the project partner. The eExcise offline applications and website were developed within EGAP Program, implemented by East Europe Foundation and supported by Switzerland.
