The digitalisation of the excisable goods market is a large-scale reform requiring thorough technical preparation and the fine-tuning of each company’s business processes.

To enable the market to comfortably integrate its accounting systems and establish logistics without operational or financial risks, the Ministry of Digital Transformation, together with the Ministry of Finance, the State Tax Service, the State Customs Service, the European Business Association (EBA), and market representatives, discussed moving the system’s launch date to 1 July 2027.

At the same time, active preparation and testing do not stop for a single day:

• Sandbox test environment — since 1 August, companies have already been able to test the interaction of their accounting systems with the state platform;
• CRM support service — a system with economic operators’ personal accounts has been launched to ensure rapid processing of queries and feedback;
• Comprehensive pilots — the second stage of testing the full product supply chain (manufacturer/importer ➔ distributor ➔ retail) is underway alongside JTI, DLS, and the LotOK retail chain;
• Tax payment — testing of the excise tax settlement mechanism is being conducted.

The eExcise project is implemented by the Ministry of Digital Transformation jointly with the Ministry of Finance and the State Tax Service in cooperation with the Verkhovna Rada Committee on Finance, Tax and Customs Policy.
