A political observer for the Eurasian region, has published analytical briefs in the Washington Post, Foreign Affairs, Foreign Policy, Newsweek, the Kyiv Post, and FPRI. Author of the 2013 paper “Reforming the Bureaucracy of Democracy,” co-author of the 2017 brief “Ukraine’s Internally Displaced Persons Hold a Key to Peace,” and of the 2014 study “Does Democracy Matter?”.
Directed programs in support of democracy in Azerbaijan and Georgia. Senior fellow at the Foreign Policy Research Institute (FPRI) and a member of the Council on Foreign Relations.
Holds an MA in public administration from Georgetown University and a certificate from its Center for Eurasian, Russian and East European Studies.
