Ukrainian GovTech company Kitsoft, together with East Europe Foundation, has launched a new free online course on the Zrozumilo! Educational Online Platform.

Today, digitalizing public services is no longer just about moving paper-based processes online. It requires rethinking the entire approach to service delivery through the use of data, digital infrastructure, interagency collaboration, and artificial intelligence.

Ukraine is one of the most compelling examples of this transformation.

“The modern digital state is gradually moving from a model where citizens must search for the services they need to one where the state itself understands a person’s life situation, coordinates the work of different agencies, and helps deliver the desired outcome. This is a profound transformation because it changes the very logic of how government operates,” says Mariia Yefremova, the course author and presenter. She is a Delivery Business Analyst and Head of the Business Analysis Team at Kitsoft, as well as a co-author of the low-code platform Liquio.

To explain these shifts, the course “The Digital State of the Future: How to Build Modern Public Services” was created. Participants will learn:

• how digital public services are evolving from paper government to AI-first government;
• how the case management approach works and why modern services are designed around people’s life events and needs;
• what the concept of the Agentic State is and what role artificial intelligence plays in public administration;
• the core principles of digital government infrastructure;
• how registries, digital identity systems, process platforms, and other components of a digital state interact;
• which roles and competencies are essential for modern GovTech teams.

“GovTech, or Government Technology, is far more than government websites or online services. It encompasses technologies that transform the way government functions. These include digital services, registries, data exchange systems, digital identity solutions, process platforms, automation, and AI-driven solutions,” explains Volodymyr Sichka, the course author and presenter and CTO of Kitsoft. He leads the company’s technical direction and product development teams responsible for the digital transformation of cities and public services.

The course will be valuable for civil servants, local government representatives, professionals working in civil society organizations and international projects, developers and managers of digital services, IT specialists, and anyone interested in digital government transformation and the development of GovTech.

Upon successful completion, participants will receive a certificate worth 0.2 ECTS credits (six academic hours), which can be recognized as self-directed learning.
