Digital Transformation Index of Ukrainian regions and hromadas — in numbers! On May 12, the Ministry of Digital Transformation of Ukraine presented the results of the Digital Transformation Index for the first quarter of 2025 — the first time it was collected entirely online and calculated automatically through the Diia.Digital Hromada platform.

The average result of the Digital Transformation Index for regions is 30 out of 100 points. The highest indicators were demonstrated by Dnipropetrovsk and Lviv Oblasts — 43 points each, as well as Ternopil Oblast — 42 points. The regions achieved the greatest progress in the digitalization of public services, the development of digital infrastructure, and skills. At the same time, the digitalization of hromadas and the digital economy remain the least developed areas. The results provide a clear understanding of where efforts should be focused and systemic solutions launched.

The average Digital Transformation Index for hromadas is 16 out of 100 points. The top five leaders include Kryvyi Rih (62.97), Vinnytsia (62.75), Ternopil (60.35), Lviv (55.61), and Kharkiv (54.57) hromadas. They showed the best results in the digitalization of public services and the development of digital skills. The lowest scores were in the areas of digital infrastructure and the economy.

Key achievements of hromadas in the first quarter of 2025:

  • 85 hromadas have industrial parks
  • Women are heads of 43% of IT enterprises
  • On average across Ukraine, hromadas have digitized their business services by 10%
  • 80,000 doctors, 240,000 school teachers, and 88,000 local self-government employees passed Digigram — a test that helps assess the level of digital skills
  • Almost 12,000 settlements are connected to fiber-optic networks, and 23,000 settlements are provided with 4G mobile communication
  • 166 hromadas have an integrated video surveillance system
  • 3,300 kindergartens have introduced an electronic queue for enrolling children
  • 1,280 hospitals have implemented online doctor appointments.

24 oblasts completed the Digital Transformation Index for regions, and 939 hromadas submitted their data for measuring the Digital Transformation Index of territorial communities.

Over 1,200 CDTOs and digital leaders are registered in the Index system. For the first time, digitalization is being measured systematically. This makes it possible to track development dynamics both at the level of each hromada and on a national scale.
