GovTech Lab UA is a program that helps state institutions find and implement modern digital solutions. The project united startups, technology companies, and innovators. It’s simple: state institutions formulate their digital demands, and technology partners propose innovative solutions.

The program’s launch was presented by Kateryna Frolova, Head of Innovation Gateway at GGTC Kyiv, with the participation of Oleksandr Tsybort (CDTO of the Ministry of Economy) and Roman Lanskyi (Strimko Ukraine). This took place during the international event «The Reimagined State: Practical Paths to Digital Solutions», organized by GGTC Kyiv in cooperation with the Tony Blair Institute for Global Change.

The event gathered over 50 digital innovators, policymakers, and international experts who discussed how digital technologies can help build an effective, inclusive, and human-centric state.

Victor Liakh, President of the East Europe Foundation, opened the event with a welcoming speech:

«At the East Europe Foundation, we are convinced that digital transformation only makes sense when it changes people’s lives for the better. That is why we support initiatives based on the real needs of citizens. GovTech Lab UA is an excellent example of how partnership between the state, technology business, and international donors works towards results.»

The event opened with a public discussion in which Ukrainian and international innovators reflected on how to transform public administration in the digital age. The focus was on creating services around citizens’ needs and adapting technologies to today’s challenges.

Among the speakers:

• Valeriia Ionan, Advisor to the Deputy Prime Minister – Minister of Digital Transformation of Ukraine, shared her vision for the development of a digital state.
• Emily Stanger Sfaile, Executive Director of the Tony Blair Institute for Global Change, presented international experience in digital transformations.

Volodymyr Brusylovskyi, Project Manager at UNDP, spoke about approaches to creating citizen-oriented services.


The event was moderated by Zoya Lytvyn, Head of GGTC Kyiv:

«In a world characterized by conflicts, large-scale challenges, and rapid technological changes, innovation is not a choice, but a necessity. GovTech Lab UA is more than a program; it’s a new way of thinking about creating state innovations. We are opening the door for true cooperation between the government and the technology ecosystem to solve existing challenges. This is how Ukraine leads – by embracing bold ideas, purposefully testing, and creating human-centric public services through synergy and partnerships», noted Zoya Lytvyn.

The Global Government Technology Centre (GGTC) in Kyiv became the second GovTech center in the world and the 21st Centre for the Fourth Industrial Revolution (C4IR) in the World Economic Forum’s network. The Centre was established on the initiative of the Ministry of Digital Transformation of Ukraine and the World Economic Forum with the assistance of the EGAP Program, implemented by East Europe Foundation with the support of Switzerland.
