Connecting to the Database of Buildings

East Europe Foundation is supporting the Ministry for Communities, Territories and Infrastructure Development of Ukraine in launching the National Database of Energy and Performance Characteristics of Buildings (the Database of Buildings) – a digital tool, part of the Unified State Electronic System in the Construction Sector (USESCS).

On April 4, 2025, we held a webinar  “Connecting to the Database of Buildings”, which brought together 400 representatives of central executive authorities. Participants learned how to register their organization in the USESCS, connect to the database, and received answers to many practical questions. 

“The high level of participation highlights the strong demand for technical and methodological support in working with the Building Database. We are grateful to East Europe Foundation and GIZ for playing a key role in organizing this support,” said Artur Obidnyk, Head of the Department for Methodological Support and Energy Efficiency Regulation at the Ministry for Development, in his welcoming speech.

The topic is clearly relevant: over 500 executive authority representatives have already registered for the repeated webinar, coming soon.

“The launch of the National Database of Buildings is the first step toward the digitalization of energy sector data in Ukraine. It will enable systematic analysis, planning, and implementation of the thermal modernization strategy,” emphasized Viktoriia Shkolna, Head of the National Reforms Component of the project ‘Promoting Energy Efficiency and Implementation of the EU Energy Efficiency Directive in Ukraine,’ @GIZ Ukraine.

Practical training sessions on how to correctly fill in the database are also planned to ensure data accuracy and reliability.

Activities are organised in the frame of The Power Up: Experience Sharing project.  It is carried out by the East Europe Foundation in the framework of the project “Promotion of Energy Efficiency and Implementation of the EU Energy Efficiency Directive in Ukraine”, implemented by GIZ Ukraine with the support of the German Government and co-financed by the State Secretariat for Economic Affairs (SECO).
