For the first time in Ukraine’s history, the distribution of medical graduates to residency was conducted entirely electronically. All 2,738 participants submitted 13,550 applications through the Electronic Rating Distribution System (ERDS) and received state-funded places for training.
96.4% of graduates secured their desired places in the first stage. The distribution was based on the graduate’s rating and did not consider the place of study, gender, or other factors that could previously influence the process. The highest competitive score was 182.58, and the lowest was 130.25.
«The digitalisation of residency distribution is not just a technical update, but an important step in the transformation of the medical education system. Transparent, fair, and automated distribution allows us to ensure equal opportunities for all graduates, with higher priority given to those who put in maximum effort during their studies,» emphasised Viktor Liashko, Minister of Health.
The distribution was based on data from the Unified State Electronic Database on Education and was synchronised with the Unified Vacancy Portal in healthcare institutions. This allowed graduates to be directed to medical institutions where they are most needed — from regional centres to frontline settlements.

The Rating Distribution System is not just about the start of residencies. It will provide electronic support for interns’ training until the completion of their studies and the issuance of a specialist certificate. All data on the residency progress will be stored in it, and for the first time, the state will receive a complete picture of the professional development of future doctors.
The project was implemented on the Diia.Engine Platform in cooperation with the Ministry of Health and the Ministry of Digital Transformation of Ukraine with the support of the Swiss-Ukrainian EGAP Program, which is implemented by East Europe Foundation.
