5 years of USESCS

East Europe Foundation, together with its partners, proudly celebrates the fifth anniversary of the Unified State Electronic System in the Construction Sector (USESCS) – a key tool for the digital transformation of Ukraine’s urban planning and construction sphere. Over these five years, USESCS has become synonymous with transparency, efficiency, and convenience, already storing over 7.5 million registered documents.

The implementation of USESCS has eliminated the need for cumbersome paperwork, accelerated the provision of administrative services, and ensured automated checks and information exchange with other important registers, such as the State Register of Real Property Rights and the State Land Cadastre. Today, approximately 140,000 registered users actively work within the system: architects, design engineers, employees of architectural and construction control bodies, construction customers, developers, and others.

USESCS is an integral part of ensuring the transparency and effectiveness of the country’s reconstruction. Thanks to its integration with the digital DREAM system and the Register of Damaged and Destroyed Property, the system optimizes recovery processes, allowing for the monitoring of construction project implementation and the control of resource utilization.

Over 5 years of the system’s operation, millions of documents have been registered, recording the characteristics and status of real estate objects at various stages of construction. These include over 2.8 million records on technical inventories, 127 thousand project documentations, and over 713 thousand permitting documents that allow for the commencement of construction work and the commissioning of facilities.

Furthermore, USESCS actively interacts with the Diia portal, where citizens can access 13 construction services without visiting government agencies. During this period, over 221 thousand such services have been provided through Diia.

The system continues to evolve, planning modernization to expand automated checks, launch the “Transparent Construction” mobile application, and further automate services within the Diia app.

The Unified State Electronic System in the Construction Sector was created in cooperation with the Ministry for Communities and Territories Development of Ukraine and the Ministry of Digital Transformation of Ukraine. The system’s development is supported by the “Digitalization for Growth, Integrity and Transparency” (UK DIGIT) project, implemented by Eurasia Foundation and funded by UK Dev. The project partner is East Europe Foundation.
