Housing vouchers for IDPs from TOT

Starting from December 1st, internally displaced persons (IDPs) from the temporarily occupied territories (TOT) who have the status of combatants (CB) or persons with disabilities resulting from the war (PDW), acquired either after the ATO/JFO in 2014 or during the full-scale invasion, can use the new component of the eRecovery program and submit an application for a housing voucher worth 2 million hryvnias.

In the first stage, applications are submitted exclusively through the “Diia” mobile application, ensuring transparency and speed of the process.

What is a housing voucher?

A housing voucher is a targeted electronic document that provides financial support for purchasing housing in safe regions of Ukraine. It can be used:

  • for purchasing ready-made housing;
  • as an investment in a newly constructed property;
  • for repaying existing mortgage debt.

Who can participate in the program?

Currently, IDPs who simultaneously meet the following criteria can submit an application:

  • Have a current IDP status
  • Have the status of a Combatant or Person with Disabilities resulting from the War (regardless of whether it was obtained after 2014 or during the full-scale invasion)
  • Have confirmation of previous residence in the temporarily occupied territory (reflected in the IDP certificate)
  • Have a current IDP certificate with the address of actual residence in the controlled territory
  • Do not own other housing in the territory controlled by Ukraine (with the exception of an outstanding mortgage or housing in the zone of active hostilities)
  • Have not received other housing support and do not have active applications in the eRecovery program.

Note: The conditions regarding ownership of other housing and other housing support extend to the applicant, their spouse, and minor children.

Important: The ownership or lack of ownership of housing in the TOT does not affect the right to participate in the program.

How to apply through the “Diia” application

Completing the application takes minimal time, as most of the data is automatically retrieved from state registers.

Sequence of actions:

  1. Update the “Diia” application to the latest version
  2. Go to the “Services for IDPs” section → “Application for a housing voucher”
  3. Confirm or clarify the family composition
  4. Obtain the spouse’s consent for personal data processing (must be confirmed via Diia.Signature within 36 hours)
  5. Sign the application using Diia.Signature and send it.

Documents do not need to be submitted manually. Later, the possibility of submitting an application through Administrative Service Centres or notaries will also be introduced.

After submission, the application undergoes an automatic check and is then forwarded to a commission under the local self-government bodies at the applicant’s place of actual residence. The estimated period for reviewing the application is up to 30 calendar days.

Furthermore, the applicant must not be subject to special economic or other restrictive sanctions and must not have criminal convictions for crimes against the state.

What’s next?

If approved by the commission, a housing voucher is generated in the Register of Damaged and Destroyed Property (RDDP).

  • Validity period: 5 years.
  • Restriction: A five-year prohibition on alienation applies to housing purchased with the voucher.

The official launch of payments and the possibility of direct use of the vouchers will be announced separately after the completion of the initial stages of application review.

The program was developed by the Ministry for Communities and Territories Development of Ukraine jointly with the Ministry of Digital Transformation of Ukraine, and in partnership with the Ministry of Veterans Affairs and the Ministry of Social Policy, Family, and Unity. The program operates based on the State Register of Damaged and Destroyed Property (RDDP). Program partners are Eurasia Foundation and East Europe Foundation (“Digitalization for Growth, Integrity, and Transparency Project” (UK DIGIT)), and the World Bank (the «HOPE: Housing Repair for People’s Empowerment and Rights Restoration» project).
