GovTech Lab Ukraine winners announced

Three startups will receive up to $100,000 each to implement and test their solutions alongside government partners

The GovTech Lab Ukraine programme has identified three startups that will implement pilot digital solutions for the public sector. The teams will work in the fields of legal aid, tourism management, and urban planning.

In the category of automated legal aid (partner — Ministry of Justice of Ukraine), the Ukrainian company Obriy AI emerged as the winner. The company will pilot the SURE AI platform to support the free legal aid system. It helps analyse citizens’ enquiries, find information in knowledge bases, and support operators during the processing of requests. This is expected to reduce the workload on specialists, shorten response times, and increase the stability of service provision.

For the development of data-driven tourism management (partner — State Agency for Tourism Development of Ukraine), citytax UAB was selected. The Lithuanian GovTech startup will implement a platform for the registration of accommodation facilities and the administration of tourism tax. It organises data, helps identify unregistered properties, increases compliance levels, and provides the state with more accurate data for policy-making and management decisions.

Itera was chosen as the winner in the category of transparent and efficient urban development (partner — State Inspectorate for Architecture and Urban Planning of Ukraine). It will implement an AI solution to automate the processing and verification of construction documentation. The system determines compliance with regulatory requirements, increases process transparency, and simplifies work with permit documents.

For 12 weeks, the startups will test the pilot projects alongside government partners. This will help verify the effectiveness of the solutions and assess the possibilities for their further implementation.

GovTech Lab Ukraine is an open innovation programme in the field of government technology, implemented by the Global Government Technology Centre Kyiv (GGTC) with the facilitation of the Ministry of Digital Transformation of Ukraine, the World Economic Forum, and with the support of the Swiss-Ukrainian EGAP Program, implemented by East Europe Foundation.

The Global Government Technology Centre (GGTC) in Kyiv is the second GovTech centre in the world after Berlin and the 21st Centre for the Fourth Industrial Revolution (C4IR) in the World Economic Forum network. The Centre was established on the initiative of the Ministry of Digital Transformation of Ukraine and the World Economic Forum with the facilitation of the EGAP Program, implemented by East Europe Foundation with the support of Switzerland.
