Competition for the position of coordinator for the development and implementation of the Smart City concept

International charitable organization “East Europe Foundation”, within the framework of the Swiss-Ukrainian “E-Governance for Accountability and Participation Program” (EGAP), is announcing a contest for the position of Coordinator for the development and implementation of Smart City concept, in the cities chosen within the guidelines of the contest.

The EGAP program, implemented by East Europe Foundation and the Innovabridge Foundation in partnership with the Ministry of Digital Transformation of Ukraine and funded by the Swiss Agency for Development and Cooperation, aims to use digital technologies to improve the quality of governance, improve the cooperation between the government, business and citizens, and promote social innovation in Ukraine.

As a result of the contest, cities with a population of 40-100 thousand were chosen, together with which the concept of Smart City will be developed and implemented. The aim of the program is to systematically transform all spheres of life within the city, with the aid of new technologies.

We are looking for a new team members for our regional component, for the development and support of the implementation of the concept, with the consideration of the best practices are modern trends.

Start date: As soon as possible.

Work type: Full time, without possibility to switch to part time.

Work format: Hybrid.

Assignments: Within the country.

Requirements:

  • Analysis of worldwide experience and the best practices of implementing the concept of Smart City, particularly within the EU.
  • Leadership and coordination within the development, together with representatives of local government, and representatives of the institutes of civil society, and step by step planning on implementing the concept of Smart City within cities that participate in this project.
  • Analysis of existing strategic documents, implemented by local governments regarding the nuances of Smart City and digitalization.
  • Coordination of the development of proposals for the implementation of changes into local regulatory and legal acts of cities regarding the application of the concept of Smart City.
  • Expert and mentorship support, monitoring and coordination of cities participating in the Smart City concept, digital solutions, digital models, etc.
  • Participation in events that support cities in the administration of digital resolutions.

Qualifications for coordinator:

  • higher education (preferred);
  • experience in successful implementation of digital development projects within organs of local governance;
  • experience in the development of local politics and the coordination of discussion with local Deputies and the civil sector;
  • ability to see long term perspective of the development of society and ability to form a strategic vision of development within communities.

Preferred Skills:

  • Strong leadership qualities, and the ability to convey and convince others to own perspective;
  • Ability and desire to work within a team;
  • High level of communication ability and resistance to stress;
  • Ability to work with information and ability to systematize it;
  • Attention to detail;
  • High level of self organization;
  • Ability to work within time constraints;
  • Ability to effectively work in a multitasking regime, and ability to adapt to changes;
  • Moderation and diligence in performing assigned tasks;
  • Experience in management positions in local government bodies and/ormunicipal enterprises will be an advantage;
  • Proficiency in English will be a significant advantage (not lower than level B1).

  • Resume with a description of practical relevant work experience (activity), including experience in implementing digital projects in a local government body;
  • Motivational letter with a description of a personal vision of the Smart City concept.
