Demining operators certification

The new service on the Diia portal helps to obtain a demining certificate, expand its scope, extend its validity, or undergo monitoring. Previously, this process was complex and time-consuming. Now, thanks to digitalisation with the support of EGAP Program, the costs of bureaucracy have decreased.

The service is available to everyone registered in the Unified State Register. This includes Ukrainian companies, institutions, and organisations of any form of ownership, as well as state units that are planning demining or are already engaged in it.

The process complies with international standards. Teams are checked in several stages, including in the field. This allows for an assessment of how they work directly on the ground. Thanks to Diia, certification has become a clear and controlled process.

How to use the service:

  • authenticate on the Diia portal using an authorised officer’s Qualified Electronic Signature (QES);
  • select the relevant service — Certification of a Mine Action Operator;
  • select the action you need: initial or re-certification, expansion of the scope of activities, or other;
  • fill out the application and upload documents;
  • sign them using a QES;
  • track the status and sign documents online in the operator’s account.

Transparent digital certification shows partners that Ukraine operates according to modern standards and establishes rules that are understandable to all. This increases trust and helps to attract funding and new Ukrainian and international companies to demining.

Ukraine is one of the most heavily mined countries in the world. More than 136,952 sq. km of territories where combat took place still require survey and clearance — this is more than the area of all of Portugal, for example.

Since 2022, 37,048 sq. km of land have been cleared of mines, some of which are being used for agriculture again. Demining is being carried out by 125 operators and over 11,000 specialists. About 30% of these specialists are women.

The project is implemented by the Ministry of Economy, Environmental Protection, and Agriculture of Ukraine jointly with the Ministry of Digital Transformation of Ukraine within EGAP Program, implemented by East Europe Foundation with the support of Switzerland, as well as the “Diia Support Project” and the Mine Action Project, implemented by the United Nations Development Programme in Ukraine with funding from Sweden.
