The Unified State Electronic System in the Construction Sector (USESCS) continues to play a key role in the digitalisation of the construction sector and the simplification of procedures for citizens, businesses, and authorities. In the third quarter of 2025, the system demonstrated tangible indicators of activity and functional development.
During the reporting period, more than 7,500 new users joined the USESCS system—architects, engineers, designers, and representatives of architectural and construction control bodies—which testifies to the growing trust in digital tools.
Furthermore, interaction with other key state registers has been strengthened, including the digital DREAM system and the Register of Damaged and Destroyed Property. This integration improves data quality, automates processes, optimizes reconstruction efforts, and ensures transparent monitoring of construction project implementation.
In Q3 2025, a significant number of documents were registered, confirming the rapid digitalization of processes:
Also, 5,500 urban planning conditions and restrictions (documents important for planning new projects) were issued.
The implementation of automation continues. By the end of the quarter, the level of auto-registration in USESCS was 32% among all documents for which this function was activated (33% for Diia and 30% for Administrative Service Centres).
The system automatically registered 122 real estate objects with the Special Property Right (SPR), which includes 13,400 future real estate objects (apartments, commercial premises, parking spaces, etc.). This significantly accelerates the procedure for registering property rights and increases investor confidence in the market.
