Civic Education in Schools

The analytical report includes the findings of a sociological study on the implementation of civic education, conducting activities for teaching democracy, and civic parliamentary education.

The report analyses the teachers’ needs, challenges, and  readiness to implement civic education, as well as students’ attitudes toward this educational process. The goal is to identify problems and provide recommendations to improve civic education in Ukraine.

In preparing the report, focus groups were organized with 28 teachers, and 1,304 teachers and 2,542 students from different regions of Ukraine took part in an online survey. The survey format included interviews and online questionnaires.

Key Findings of the “Civic Parliamentary Education in Educational Institutions of Ukraine” study:

  • Information about the activities of the Verkhovna Rada of Ukraine is insufficiently represented in school curricula;
  • Teachers feel a lack of methodological materials for teaching Civic Parliamentary Education (CPE);
  • Students have limited knowledge about parliamentary activities, often shaped by media influence;
  • Civic education requires interactive teaching methods, involvement of student self-governance, and extracurricular activities;
  • The importance of CPE in shaping the political culture of youth and preparing them for participation in the democratic life of the country.

The “Civic Parliamentary Education in Educational Institutions of Ukraine” study is an important step in the development of civic education in Ukraine, aimed at fostering active and conscious citizens.

The analytical report was written and published as part of the “Expansion of the Network of Interactive Parliamentary Educational Centres for Primary and Secondary School Students” project, implemented by Agency for Development of Educational Policy NGO within USAID RADA: Responsibility, Accountability, Democratic Parliamentary Representation Program, conducted by East Europe Foundation. The main goal of the RADA Program is to support the establishment of a responsible, accountable, and democratic representative body — the Parliament of Ukraine.
