Presentation of e-Notary

The presentation took place during the forum “e-Notary System: Digital Transformation of Notaries”, supported by the EGAP Program. The event was attended by Mykhailo Fedorov, First Vice Prime Minister of Ukraine and Minister of Digital Transformation; Herman Halushchenko, Minister of Justice of Ukraine; and Viktor Liakh, President of East Europe Foundation.

“The e-Notary system is a modern digital environment for notaries, integrating all key registers and services into a single platform. It streamlines standard procedures and ensures notarial activities are convenient, accessible, and secure,” Herman Halushchenko, Minister of Justice of Ukraine, stated.

Mykhailo Fedorov noted that the electronic notary system will eventually be integrated into Diia, allowing citizens to access notarial services online.

“Notarial services are among the most complex areas to digitalize — but also among the most essential. That’s why we’re launching a unified e-Notary system that consolidates key registers and automates routine checks. This will equip notaries with tools that simplify their work, while enabling Ukrainians to receive services swiftly and conveniently. In September, notaries will be invited to participate in training and system testing, and by early 2026, we plan to launch the first notarial services in Diia,” Mykhailo Fedorov said.

The e-Notary system will operate on a “single window” principle, featuring an electronic notary archive and multiple registers to automate various processes. 

Access to registers and technical support is provided by the State Enterprise “National Information Systems.” The system is being developed with support from the EGAP Program, implemented by East Europe Foundation with backing from Switzerland, in cooperation with the Ministry of Digital Transformation and the Innovabridge Foundation. 

“Digitalizing justice is one of our core priorities in the broader digital transformation. After all, justice, registration services, and notarial acts represent key points of interaction between citizens and the state — they must be simple, transparent, and trustworthy. Together with the Ministry of Justice and the Ministry of Digital Transformation, we’ve already launched several groundbreaking services — from eBaby and online marriage registration to automatic extracts from the Unified State Register. e-Notary is the next logical step on this journey,” emphasized Viktor Liakh, President of East Europe Foundation.

Test access to e-Notary’s digital services will open on September 3. Notaries will be able to explore the system’s functionality, provide feedback to developers, and receive training on its use.  

The e-Notary system is being implemented by the Ministry of Justice of Ukraine and the State Enterprise NAIS, in collaboration with the Ministry of Digital Transformation of Ukraine and Diia, with support from the Swiss-Ukrainian EGAP Program, implemented by East Europe Foundation.
