New category in Register of Damage

From now on, Ukrainians can submit claims in category A1.2 ‘Forced displacement outside Ukraine’, which will serve as a legal basis for receiving future compensation via Diia Portal.

Who can submit a claim?

  • Adult citizens of Ukraine who, after 24 February 2022, were forced to leave their homes and move outside Ukraine or were unable to return home.
  • Parents or legal guardians — on behalf of a minor child.

Please note: if a claimant has already submitted a claim for internal displacement (A1.1), this does not prevent them from submitting a claim in category A1.2, and vice versa.

How to submit a claim online:

  1. Log in to the Diia portal.
  2. Go to the section ‘Reparations: International Register of Damage’, selecting category A1.2 ‘Forced displacement outside Ukraine’.
  3. Fill in information about the circumstances of the departure.
  4. Add supporting evidence (if available).
  5. Sign the claim with Diia.Signature or a qualified electronic signature.

The service in Diia is implemented by the Ministry of Digital Transformation of Ukraine and the Ministry of Justice of Ukraine. The development of the service is carried out within Digitalisation for Growth, Integrity and Transparency Project (UK DIGIT), implemented by Eurasia Foundation and funded by UK Dev, and the Swiss-Ukrainian EGAP Program, implemented by East Europe Foundation. East Europe Foundation is UK DIGIT’s partner for the project.

The International Register of Damage for Ukraine (RD4U) is the result of international efforts aimed at holding Russia accountable for its aggression, and is the first step towards creating a compensation mechanism that Ukraine is working on together with its partners.

44 states and the European Union have joined the Register. Currently, Ukrainians can already submit claims to the register across 15 categories.
