Call for Proposals for Recovery

East Europe Foundation, within the «Phoenix: The Power of Communities» project and with financial support from the European Union, announces a grant competition for civil society organizations.

The Grants Programme is designed to support CSO activities in the processes of recovering territorial communities, adapting to martial law conditions, and EU integration. In addition to financial support, selected organizations will receive opportunities for organizational development through online courses, networking, and more.

The grant competition plans to support up to 15 organizations with amounts ranging from UAH 1,100,000 to 1,600,000. The expected project duration is 6 to 8 months.

The application deadline is 3:00 PM on 11 September 2025.

Grant support is available for projects covering the following areas:

  • needs assessment of communities and development of solutions for restoring social infrastructure;
  • creation or update of development strategies, local programs, and community plans;
  • improvement of the quality of public services (social, educational, medical, etc.);
  • social cohesion and cooperation among residents;
  • support for economic self-reliance (especially for women, youth, internally displaced persons, and veterans);
  • inclusivity of public spaces and workplaces;
  • psychosocial support for the population;
  • work with veterans, youth, and civic initiative groups.

Eligible applicants are non-profit organizations registered in Ukraine:

  • charitable organizations (non-entrepreneurial companies, institutions, foundations, etc.);
  • public associations (public organizations, public unions);
  • other legal entities registered in Ukraine with non-profit status.

The organization must have at least two years of experience in implementing projects in territorial communities. Applications from individuals, sole proprietors, public authorities, political or religious organizations will not be considered.

Geographic coverage – all of Ukraine (territorial communities located in areas controlled by the Government of Ukraine). Project activities must be carried out at the level of one or several territorial communities.

Applications must be submitted exclusively via the East Europe Foundation’s Grant Portal. An online information session will be held for those interested in participating in the grant competition. During the session, the team will share the basics of using the Grant Portal and provide more details about the competition. The session will also include a Q&A segment.
