Civic tech (civic technologies) are technological solutions that help citizens interact with authorities, influence decision-making, and make public services more accessible and transparent. In simple terms, civic tech are digital tools for society and communities. These include mobile applications, chatbots, online e-democracy platforms, dashboards with open data, reform monitoring services, and other tools that address specific community challenges.
Ukrainian society today faces many challenges – from rebuilding infrastructure to the need to maintain social cohesion and build transparent relations with the authorities. Civic tech – digital solutions that simplify communication between the state, business, and the public and engage citizens in jointly solving problems – can help overcome these challenges.
Within the framework of the competition «Act to Drive Change», East Europe Foundation is looking for ideas and solutions capable of effectively responding to social challenges and working in the long term. The team is ready to share its experience in implementing civic tech and contribute to developing a community of activists who pool their knowledge to bring change to Ukraine.
The competition provides for the development of civic tech tools – mobile applications, chatbots, interactive websites, e-services, dashboards for analytics – that:
10 projects will be able to receive €35,000 each, professional support, and the opportunity to create an innovative product that will change the lives of communities.
Who can participate?
Applications are invited from Ukrainian civil society organizations and charitable organizations (working both at the community level and nationally), as well as associations of local self-government bodies that have non-profit status and have an idea or are already working on civic tech projects for a specific community or at the national level.
How to participate?
Applications can be submitted through the website https://act2drivechange.in.ua. The application form can be completed until 10 October 2025 inclusive. Before submitting, we recommend carefully reviewing the competition rules published on the website.
