Digital Transformation Index of Regions – 2025

The Ministry of Digital Transformation of Ukraine has released the results of the 2025 Digital Transformation Index of Regions. The Index calculation methodology was developed with the support of EGAP Program. The data reflects the actual state of digital development across regions.

In 2025, the average level of digital development in regions increased from 30 to 44.9 points out of 100. Among frontline regions, the highest scores were recorded in Dnipropetrovsk (57), Kharkiv (49), and Chernihiv (47) oblasts. Among rear regions, Lviv (57 points), Ternopil (55), and Rivne (52) oblasts are leading.

EGAP Program target regions also demonstrate solid performance: Volyn – 48 points Sumy, Kherson, and Khmelnytskyi oblasts – 44 points each. Vinnytsia and Odesa – 42 points each. 

“We are analyzing the 2025 results to clearly understand where to strengthen teams and where to accelerate the rollout of services. This is a roadmap that helps regions become more convenient for people. Dnipropetrovsk and Lviv oblasts have demonstrated the strongest overall level and pace of digitalization. Overall, the average Digital Transformation Index of Regions stands at 44.9 points out of 100,” said Zoryana Stetsiuk, Deputy Minister of Digital Transformation.

“For us as a partner, it is important not only to implement digital solutions but also to see the real picture. The Digital Transformation Index is a tool that allows us to assess the state of digitalization in regions, identify gaps, and address them systematically. Because the country’s digital transformation is impossible without the digital transformation of its regions,” noted Viktor Liakh, President of East Europe Foundation.

The Index is based on 126 indicators and covers key areas: from access to the internet and digital services to the development of digital skills and business.

The Index helps regional CDTOs and their teams identify priorities and accelerate the implementation of essential services where they are needed most.

The project was implemented by the Ministry of Digital Transformation of Ukraine in partnership with EGAP Program, implemented by East Europe Foundation with the support of Switzerland.
