Digital Transformation Index

The Ministry of Digital Transformation of Ukraine has published the results of the Digital Transformation Index measurement for regions and territorial communities for the second quarter of 2025. The calculation methodology was developed with the support of EGAP Program. The data was collected through the Diia.Digital Community platform, which reflects the level of digital development at the local level.

Compared to the first quarter, the average Regional Digital Transformation Index increased from 30 to 38 points out of 100. The highest results were recorded in Lviv, Dnipropetrovsk, and Poltava regions.

Communities are also showing progress: the average Digital Transformation Index has increased from 16 to 27 points. The leaders are Kryvyi Rih, Dnipro, Ternopil, Uzhhorod, and Vinnytsia communities. 

Key achievements include:

  • 131 digital leaders appointed in communities;
  • Out of 8,600 local government employees, 90% have computers.
  • 712 communities have implemented electronic document management.

A total of 24 regions and 1,265 communities took part in the Digital Transformation Index assessment.

The project is implemented by the Ministry of Digital Transformation of Ukraine in partnership with EGAP Program, carried out by East Europe Foundation with the support of Switzerland.
