Representatives of the Ministry for Development of Communities and Territories of Ukraine, the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEE), and the Promotion of Energy Efficiency and Implementation of the EU Energy Efficiency Directive in Ukraine Project (GIZ Ukraine) addressed the participants with welcoming remarks.
“Managing energy consumption in buildings is a vital task for both EU countries and Ukraine. As buildings are among the largest energy consumers, effective energy management is essential for strengthening national energy security and supporting the country’s economic development. Special consideration should be given to the budget-dependent sector where the rollout of energy management systems is often complicated by numerous regulatory requirements and constraints.
I hope the seminar materials will be useful in the participants’ daily work and help improve building energy performance in line with international best practices,” said Artur Obidnyk, Deputy Head of the Energy Efficiency Department of the Ministry for Development of Communities and Territories of Ukraine.
Energy management is a systematic approach to managing energy resources. It includes planning, monitoring, consumption analysis, and the implementation of effective measures to improve efficiency.
Andriy Shiyan, Head of the Energy Efficiency Development Department, and Nataliya Porokhnyuk, Head of the Energy Audit and Energy Management Department of SAEE, spoke about the importance of implementing energy management.
Implementing an energy management system can reduce utility costs by 5–15%, and, following a broader package of energy efficiency measures, savings can reach 30% or more. These tools are designed to deliver sustainable results and become the basis for long-term resource savings in the public sector.
“Practical seminars are a direct outcome of implementing EU directives. Ukraine’s Law On the Energy Efficiency of Buildings assigns an exemplary role to public-sector buildings; they should be the first to demonstrate efficient energy use. The energy-efficient modernization of the Ministry of Finance of Ukraine building is delivering tangible results, helping to scale up best practices across the budget-depndent sector and bringing us closer to EU standards,” said Viktoria Shkolna, Team Lead for the National Reform Component of the Promotion of Energy Efficiency and Implementation of the EU Energy Efficiency Directive in Ukraine Project, GIZ Ukraine.
Seminar participants explored tools for introducing energy management in central government agencies, using the energy-efficient modernization of the Ministry of Finance of Ukraine building (part of the Power Up Project) as a practical example.
The seminars focused on the role of energy certificates, the implementation of energy management and energy monitoring systems, planning renovations using renewable energy sources, and looking for funding for energy efficiency measures.
