Grants for Advocacy Projects (Wave II)

East Europe Foundation is launching the second wave of the grant competition “Support for CSO Advocacy Campaigns on the Recovery of Territorial Communities and Preparation for Ukraine’s Accession to the EU.” The competition is held within the framework of the project “Phoenix: The Power of Communities,” implemented by East Europe Foundation with the support of the European Union.

The purpose of the competition is to strengthen the participation of civil society organisations in the processes of territorial community recovery and European integration. Within the competition, advocacy projects, information campaigns, etc., will be supported to promote transparency and accountability in recovery processes, enhance cooperation between civil society and the public sector, and raise awareness of recovery processes, particularly in light of Ukraine’s European integration course.

It is planned to support up to 10 organisations in the amount of UAH 800,000 to 1,100,000. The expected duration of projects: 6–8 months.

Application deadline: April 3, 2026, 18:00.

Thematic areas

Within the Competition, CSO advocacy projects related to the following thematic areas may be supported:

  • strengthening democratic citizen participation in the processes of territorial community recovery, improving governance practices and processes at the level of territorial communities;
  • development and implementation of local targeted programs aimed at addressing the most pressing recovery and development challenges of territorial communities, including economic and/or socio-cultural aspects, etc.;
  • consideration of the principles of sustainable development, human rights, non-discrimination, gender equality, and transparent governance in the development and implementation of territorial community development strategies and comprehensive recovery programs for territorial communities;
  • increasing transparency and accountability in managing ongoing and future recovery processes;
  • active engagement of residents in recovery planning processes and advocacy activities, with appropriate representation of diverse stakeholders and the interests of different social groups, such as internally displaced persons (IDPs), veterans, persons with disabilities, youth, older people, and other vulnerable population groups;
  • engagement of citizens in the management of public finances in territorial communities and the use of communal property and assets;
  • development and implementation of local policies for working with veterans and their families;
  • development and implementation of local programs and activities related to the implementation of EU standards and preparation at the level of territorial communities for accession to the EU.

Who can apply

CSOs may participate in the competition, namely: charitable organisations (non-entrepreneurial societies, institutions, foundations, etc.), public associations (public organisations, public unions) registered in Ukraine and having non-profit status (non-profit codes 0032, 0034, 0036, 0038).

The applicant organisation’s team must have at least two years of experience in implementing projects in the proposed thematic area.

Organisations that have participated in other competitions of the project “Phoenix: The Power of Communities” may submit an application.

Grants are not provided to organisations registered in temporarily occupied territories or along the contact line.

Applications may be submitted only through the Grants Portal of East Europe Foundation.

An online information session will be held for those interested in participating in the grant competition.
