Energy Management in Practice for local authorities

A regional tour of “Energy Management in Practice” seminars for local self-government authorities has begun. Its program includes training on entering information into the National Database of Technical and Energy Characteristics of Buildings (The Database of Buildings), as well as a presentation on energy-efficient renovation of the Ministry of Finance of Ukraine building.

In March 2025, the Database of Buildings was launched within the Unified State Electronic System in the Construction Sector (USESC). It is the first digital tool ensuring state access to the latest data to plan large-scale thermal modernization, implement energy management systems, and efficiently use resources in urban development.

This week, the Power Up: Experience Sharing project team visited Vinnytsia. The event was attended by 60+ participants. In the test environment, experts showed how to consistently enter the technical and operational characteristics of state buildings into the Database, using the Vinnytsia regional military administration building as an example, and held a Q&A session.

Ahead are seminars in five more regional centres and a webinar for communities that chose to participate online for safety reasons.

The events are being held with the support of the Ministry for Development of Communities and Territories of Ukraine and the State Agency on Energy Efficiency and Energy Saving of Ukraine.

The seminars are organised within the framework of the Power Up: Experience Sharing project, implemented by East Europe Foundation with the support of the program “Promotion of Energy Efficiency and Implementation of the EU Energy Efficiency Directive in Ukraine” which is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the Federal Government of Germany and co-funded by the State Secretariat for Economic Affairs (SECO)
