Energy management in public authorities

The effective implementation of energy management by public authorities should be reflected in the efficient use of energy resources for the functioning of public authorities. The goal of energy management is to optimise the use of energy resources to ensure optimal working conditions for public authority specialists and the sustainable operation of buildings.

Today, the functioning of energy management systems in public authorities is not something new. However, in practice, there is a demand for concise coverage of issues related to the implementation of energy management systems and the documents required for this, as well as coverage of issues related to the practical application of energy management systems.

The guidance “Effective steps for the implementation of energy management by public authorities” is designed to comprehensively cover the functioning of the energy management system – from implementation to the daily tasks that an energy manager must perform in public authority buildings.

The structure of the guidance is based on the organisational cycle of the energy management system, which includes PLANNING, IMPLEMENTATION, VERIFICATION and CORRECTION. This allows readers to immediately familiarise themselves with the part of the Guide where they need to improve their skills. The Guide contains a number of appendices that will be useful to energy managers in their practical work and will help them to systematise the information they receive.

The guidance also provides practical recommendations and examples from the experience of operating an energy management system at the Ministry of Finance of Ukraine. In cooperation with the Eastern Europe Foundation, a number of measures were implemented in 2024 to improve the energy efficiency of the Ministry of Finance of Ukraine building as part of the Power Up project.

The guide was developed as part of the Power Up: Experience Sharing project, which is being implemented by the Eastern Europe Foundation with the support of the project ‘Promoting Energy Efficiency and Implementation of the EU Energy Efficiency Directive in Ukraine’, which is being implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German government and co-financed by the Swiss State Secretariat for Economic Affairs (SECO).
