eRecovery: More Opportunities in Diia

East Europe Foundation and its partners are proud to announce the launch of a new, final stage of the “Construction Payment” service within the state eRecovery program. This service will allow Ukrainians whose homes have been destroyed by the war to complete the reconstruction process and submit a final report on the use of compensation without unnecessary paperwork.

The service is available to owners of destroyed property in the Government-controlled territory of Ukraine who have chosen the “Construction Payment” compensation type and have already received funds to build a new home.

Why is this important?

This electronic service is the third, final stage in the implementation of the eRecovery program. It provides an opportunity to:

  • confirm the completion of construction;
  • report the commissioning of the house;
  • transparently report on the targeted use of funds;
  • finally close all formalities without queues and bureaucracy.

How to submit the final report?

The service is available in just a few clicks in the Diia app. The process consists of two main stages.

  1. Obtaining a document on the readiness of the house for commissioning

First, you need to issue a document on the readiness for commissioning. This can be done on the Diia portal or by contacting an Administrative Service Centre:

  • for houses up to 500 m² — a declaration of readiness;
  • for CC1 category objects (over 500 m²) — a CC1-object declaration;
  • for CC2 category objects — a certificate of commissioning.
  1. Submitting the report in the Diia app within 30 business days after the completion of construction and the formal commissioning of the house.

In Diia, an automatic verification will check for the presence of a declaration, certificate, technical inventory, and other required documents.

Important: If inaccuracies are found during the verification, you will receive a notification with an explanation and recommendations. Simply make the corrections and resubmit the notification in Diia.
