East Europe Foundation Annual Report 2025

East Europe Foundation’s Annual Report highlights our work and achievements in 2025. Throughout the year, the Foundation operated through five program clusters: the Digital Governance and Accountability Cluster, the Civil Society Development and Support Cluster, the Humanitarian Aid and Recovery Cluster, the Cluster for the Development of Public Institutions’ Capacity and Cooperation with the Private Sector, and the Socio-Political and International Advocacy Cluster. 

Within the EGAP Program, we supported the launch of the State Statistics Service’s new portal featuring the StatGPT AI assistant, further developed the Digital Transformation Index for Communities and Regions, organized EGAP Ideathon 2025, and expanded the network of STEM Labs and Robotics Clubs in communities across Ukraine. These initiatives are helping make digital tools more accessible to government institutions, communities, and citizens.  

Supporting civil society remained one of the Foundation’s key priorities. Through our programs we provided institutional support to dozens of civil society organizations, helping them strengthen governance processes, financial sustainability, and monitoring and evaluation practices. In 2025, we also launched the new EEF Grant Portal, which now serves as the Foundation’s primary platform for administering grant competitions.  

In 2025, the “Together for Support” program came to an end. Together with our partners, we delivered thousands of humanitarian assistance kits to residents of frontline regions and supported the establishment of 63 shelters in schools and kindergartens across Chernihiv Oblast. At the end of the year, we launched the “Capable and Resistant: Sumy” project aimed at strengthening local organizations and supporting communities in the Sumy Oblast 

Within the Cluster for the Development of Public Institutions’ Capacity and Cooperation with the Private Sector, the Foundation supported the launch of the Database of Energy and Performance Characteristics of Buildings, promoted best practices in energy management, and initiated a new Inclusive Employment project. These efforts contribute to greater energy efficiency, modernization of the public sector, and adaptation of the labor market to emerging challenges. 

At the international level, EEF continued to advance Ukraine’s agenda, particularly in the areas of digital transformation and European integration. Our team organized the inaugural EEF Talks discussion, consultations on European integration reforms, events dedicated to the implementation of the Ukraine Facility, and international visits that strengthen support for Ukraine on its path toward EU membership.  

Our Zrozumilo! Online Educational Platform continued to grow. The platform now offers more than 50 free online courses covering topics such as safety, digital literacy, civic participation, teamwork, volunteering, inclusion, and much more. In 2025, the number of platform users surpassed 800,000. 

We are proud that in 2025 East Europe Foundation received a number of international awards and professional recognitions. Among them were the world record awarded to Diia.AI, international distinctions for Diia.Education and the Mriia digital educational ecosystem, as well as high rankings recognizing the Foundation’s transparency, accountability, and institutional integrity.
