Study Gender component in open data of Ukraine (in Ukrainian)
Ukraine has already made significant progress in ensuring equal rights and opportunities for women and men. It has ratified key international instruments on gender equality and women’s rights, while the Constitution enshrines the equality of rights and freedoms, ensuring equality before the law without privileges or restrictions. Furthermore, laws and regulations based on the Constitution have been adopted to guarantee gender equality in all areas of public life.
One of the main aspects of the research within the Transparency and Accountability in Public Administration and Services program is the analysis of open data from the perspective of gender sensitivity. Gender-sensitive data allows us to identify gaps between groups, analyze their needs, and take these aspects into account in management decisions. Instead, the absence of such an approach can lead to erroneous conclusions and inefficient use of resources.
Ukraine has a high level of open data maturity, but the full-scale Russian invasion has forced restrictions on access to some sensitive data sets. Nevertheless, it is necessary to maintain a balance between security and accessibility, as open data contributes to transparency, anti-corruption and equal opportunities.
