The main objective of the study “Analysis of the Current State of State Electronic Registries and Assessment of Potential Corruption Risks” is to analyze the state of electronic registries, identify potential risks, and develop recommendations for their elimination. It is aimed at studying key aspects of the work of state electronic registers in Ukraine, such as their technical infrastructure, legal regulation, business processes, and the level of interaction between different registers.
The report is based on a comparative analysis of legal acts and factual information obtained through written inquiries, interviews with registry owners and administrators, and a survey of users (registrars).
The document also contains a description of the most common illegal actions with state registries. It is intended for registry owners and administrators to improve their management systems, as well as for experts and stakeholders in the field of e-government and public services.
Registers Analyzed in the Study:
The study employed the following data collection methods: analysis of documents (both open sources and those provided by respondents), interviews, and questionnaires.
