The Capacity Building Program for Civil Society Sector in Eastern Ukraine (brand name – Civic Leadership Academy (CLA) Program) is implemented by a consortium of two leading Ukrainian nongovernmental organizations, East Europe Foundation (EEF) and Internews Ukraine (IUA) , with the support of the USAID Democratic Governance East project.

The program is implemented in Donetsk and Luhansk oblasts (territories controlled by the Government of Ukraine) and in Kherson oblast. The participants of the program will be public activists, representatives of local civil society organizations (CSOs), representatives of initiative groups and volunteers.

The activities under the CLA Program will deliver a comprehensive capacity building measures such as trainings on institutional development and communication skills, professional exchange, coaching and mentoring support to Program participants to build their capacity in citizen engagement and their ability to advocate for reforms on the local, regional, and national levels

EEF will develop networking among activists as an important part of the CLA Program. Unfortunately, given the current situation with the COVID-19 pandemic, the conventional offline networking events are not possible due to public health restrictions. On the other hand, networking events should provide a friendly environment that would encourage development of connections among the participants.

Therefore, to make networking events interesting and impactful, EEF suggests to conduct meetings in Virtual Reality (VR). To ensure efficient use of project resources, the implementing partners will find a ready  Virtual Reality (VR) platform that offers best value for the cost. In general it is planned to hold at least 6 virtual network events between June and November 2021 on the basis of the VR platform.

Assignment and tasks:

The Contractor will provide services for organizing online events using virtual reality technologies by providing access to the existing virtual reality platform as well as technical support for the CLA events in accordance with the Technical Requirements set out in Annex 1.

The total number of the planned events: at least 6 online events.

The expected number of participants in each event is between 100 and 300.

Assignment Period (Contract duration)

Beginning of the contract: June, 2019

End of the contract: December 17, 2019

General Requirements for the Contractor:

  • No less than 2 years of experience in providing similar services.
  • Experience in technical support of events of similar complexity in accordance with the attached Technical Requirements.
  • The ability to provide the necessary support during the specified period of time.

Selection criteria:

  • The compliance with technical requirements ensuring ability.
  • Total cost of services and budget validity.
  • Experience in implementing similar projects.

General Conditions for Submitting Proposals:

Proposals are accepted from legal entities (hereinafter – LE) and individual entrepreneurs (hereinafter – IE)

The proposal should be submitted on the LE / IE blank form (if not available – the proposal should contain the LE|IE details) in accordance with the application form (application template) given in Annex 2, dated and signed by the authorized official and embossed with a stamp (if available).  The proposal should be formed in accordance with the technical requirements set out in Annex 1.

List of Documents to Provide as an Entry Submission for the Tender:

  • The proposal (Annex 2) dated, signed and sealed.
  • A copy of the extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Associations (for foreign legal entities – a copy of the document confirming the registration of the legal entity in the country of its location)

The proposals are to be submitted as a package of documents in a sealed envelope, attested by the signature of the authorized official and its stamp (if any), as well as in the form of scanned copies of attested documents.

Both envelope and e-mail must indicate: the name of the competition; full name of the applicant; its location; surname, name, patronymic of the authorized person; Unified State Register of Legal Entities, Individual Entrepreneurs and Public Associations identification code (for foreign applicants – a unique identification number assigned when registering a legal entity – if available); contact telephone numbers; e-mail address.

Terms and Address for Proposal Submission:

The originals of the entry submission for the tender in sealed envelopes must be received by the East Europe Foundation no later than July 7th, 2021.

Scanned copies of the attested entry submission should be sent to tenders.cla@eef.org.ua e-mail address and no later than July 7th, 2021.
