East Europe Foundation is looking to fill the long-term Kyiv-based position of Chief of Party for USAID RADA Program. USAID RADA Program: Responsible Accountable Democratic Assembly promotes a representative, accountable and independent parliament – the Verkhovna Rada of Ukraine.

The proposed Chief of Party (COP) must have a track record of successful project management and experience in legislative development to include:
• 8-10 years of progressively responsible experience working in legislative strengthening or related fields, particularly in an international context; legislative strengthening experience preferably in Ukraine, and/or former Soviet Union/Eastern Europe;
• substantial experience working as a COP or equivalent leadership position for large and complex technical assistance projects;
• a successful track record in supervising, designing, managing, and implementing donor-funded technical assistance projects for legislative strengthening, with preference for USAID funded donor experience;
• experience in managing subgrants to Ukrainian civil society organizations is strongly desired;
• deep understanding of the political and economic situation in Ukraine and of the current legislative environment;
• excellent interpersonal skills and the ability to lead and work on a multi-national and multi-partner team;
• ability to establish strong working relationships with senior officials in government, parliament, political parties, with media and civic leaders, business people and international donors;
• outstanding English, Ukrainian and Russian communication skills – both written and oral;
• Master's degree in International Development or other relevant fields.

East Europe Foundation, Kyiv-based international charitable organization seeks candidates for the following positions for E-governance for Accountability and Transparency Program (EGAP)*:

Program Assistant (full-time)

Under the supervision of Team Leader and Deputy Team Leader, Program Assistant (PA) is responsible for assisting in program planning, implementation, and reporting.

Main Duties: assist Team Leader and Deputy Team Leader on a daily basis; prepare program related events and meetings; keep record and follow up notes; support effective communication with program partners and stakeholders including through social networks; collect activity data, keep up databases; assist in preparing monthly, quarterly, and yearly program plans and reports; translate program-related documentation.

Qualifications Required: Bachelor’s (or equivalent) Degree in Management, IT, Social Sciences, Economics; at least two years of respective experience; good communications skills in Ukrainian and English; proficiency in MS Office tools, database packages, and web-based management systems, experience of working in donor funded project environment; practical knowledge in office administration and organizing travel and workshops a plus.

E-Democracy Pilots Coordinator (part-time)

Under the supervision of Team Leader and Deputy Team Leader, Coordinator is responsible for planning and implementation of the project component aimed to increase citizen participation and policy influencing due to e-democracy mechanisms.

Main Duties: coordinate activities of regional e-democracy incubators; organize hackathons, workshops and other program-related events; oversee development and introduction of e-democracy tools, platforms, applications; collect and manage project related activity data and indicators, keep up respective databases; contribute to program planning and reporting.

Qualifications Required: Bachelor’s (or equivalent) Degree in Management, IT, Social Sciences, Economics; at least four years of respective experience; good communications skills in Ukrainian, English a plus; understanding of innovative IT tools and knowledge sharing mechanisms; proficiency in MS Office tools, database packages, and web-based management systems.

E-Democracy Capacity Building Coordinator (part-time)

Under the supervision of Team Leader and Deputy Team Leader, Coordinator is responsible for planning and implementation of the project component aimed to build capacity of regional stakeholders in e-democracy concepts and practices.

Main Duties: assess capacity building needs of the target audience; coordinate development of e-democracy training modules; organize training of trainers on the developed modules; coordinate series of trainings, both on-site and distance; collect and manage project related activity data and indicators, keep up respective databases; contribute to program planning and reporting.

Qualifications Required: Bachelor’s (or equivalent) Degree in Management, IT, Social Sciences, Economics; at least four years of respective experience and the ability to take independent decisions within the scope of responsibility; organization and conducting trainings’ experience; good communications skills in Ukrainian, English a plus; proficiency in MS Office tools, database packages, and web-based management systems.

*About the Program

EGAP is funded by the Swiss Confederation through Swiss Agency for Development and Cooperation  (SDC) and implemented by East Europe Foundation.

The main goal of the EGAP Program is to strengthen good governance and public service delivery in Ukraine. Through the use of ICTs, its objectives are to: i) mainstream e-governance standards and practices through citizens’ improved access to information and more efficient, e-enhanced public services, ii) to increase local authorities’ accountability and transparency, as well as to iii) stimulate Civil Society Organizations’ (CSOs) and citizens’ greater engagement in monitoring and pro-actively participating in regional and local decision-making processes. Strengthening CSOs’ advocacy and educational role in the promotion of e-democracy are also expected outcomes of the program. The program’s first phase will be implemented during a 4-year period (2015 - 2019), in 4 Ukrainian oblasts – Dnipropetrovsk, Odesa, Vinnytsia and Volyn.

Finance Assistant
Reporting to the Director of Finance, the Finance Assistant is expected to assist EEF finance personnel in recording and documenting transactions and making entries into accounting systems.   Other responsibilities include assisting with procurement operations and preparing financial reports. Requirements: Bachelor’s (or equivalent) in accounting/finance; at least 1 year of experience in accounting/finance; proficiency in accounting software; English language a plus.

Secretary/Personal Assistant
Requirements: Bachelor's degree. FLUENT English, Russian, Ukrainian translation skills.  Three years of experience in similar position.

The proposed Deputy Chief of Party (DCOP) must have experience of successful project management and experience in legislative development to include:
• at least five years of experience in legislative strengthening or related fields;
• professional experience in implementing donor-funded projects and strong management experience with preference for USAID funded donor experience;
• thorough knowledge and understanding of the Ukrainian context and of legislative/governance and civil society development issues in Ukraine;
• strong interpersonal skills to maintain good relations with relevant partners and counterparts, including government, parliament, political parties, media, civil society, donors and other partners;
• well organized, able to work independently, skilled at handling multiple tasks, diplomatic, and able to adhere to deadlines;
• Master's degree in Political Sciences, Business Administration, or other relevant fields.
• fluency in Ukrainian, Russian and English, both written and oral.
